WEST COAST POOL PLAYERS ASSOCIATION

Rules and regulations          Rev 3,09.07

1) Name:  The name of this organization is the West Coast Pool Players Association, heretofore referred to as WCPPA.

2) Purpose:  The purposes of these rules and regulations are to clarify the rules for play as stated and outlined.

3) Membership:  All players are governed by the Rules and Regulations of the WCPPA.

6) Team Players and Ranking:  There shall be a maximum of  7(seven) players per team.  Player rankings shall be established on a winning percentage at the end of each session.  This ranking shall carry over and adjust at each seesions end. Each player will carry the ranking for the entire session. Their shall be a maximum of only  two (2)  "A" players per team.

7) Player Matches:  Each player will play a total of 4 games equaling 1(one) match.  Each game will be played against a different player from the opposing team.  Only players competing in at least eight (8) full matches over at least eight (8) calendar weeks during a sanctioned league session are qualified to compete in the singles, scotch doubles and team divisions of the National 8-Ball Championships and the Canadian 8-Ball Championships. 

8) Team Matches:  Each Team will play 1 (one) match consisting of 16 games.

9) Cost per Player per Match:  $12.00 per player

10) Cost Per Team Per Week:  $48.00

11) Session Match Play Length:  13 weeks

12) Points Pay Out System:  (Each point = One Dollar - $1) Game Win- 4 points, Game Forfeit-2 points,
8 Ball Break and Run-6 points, 8 Ball on the Break-5 points, Match Forfeits- 10 points.

13) Cash awards:  All cash payouts awarded on points for every win. All cash winnings are paid at the end of each session.

14) Forfeits:  Must be paid by the team forfeiting the match. The team CAPTAIN is responsible for the $12.00 match fee.

15) Player contact information:  Players will be kept up-to-date on all match play information by the use of the team captains log sheet, which will be distributed to the teams weekly in their envelopes, the leagues information will be available on the WCPPA Web site. We may need to contact players to distribute pertinent information. If the WCPPA cannot contact you, we will not be held responsible for any information you may not have received. All players are required to update all personal information, make notes on the score sheet or e-mail us at the WCPPA website.

16) Team Captain's Responsibilities:  Know the rules, regulations. Be responsible for the conduct of the team members during match play. Make sure all team members are aware of any changes to the schedule.  Make sure the score sheet is complete, legible and accurate and also that both teams have signed both score sheets.

17) Minimum Age Requirement:  All players must be at least 21 years of age in order to participate in match play in the WCPPA.

18) All Player and Team Fees:  The WCPPA membership fee is $20.00. This is the only fee that may be paid by check by all players. The weekly team fee will be $48.00 per team and the TEAM CAPTAIN will be held responsible for the total fee no matter how many team members play on a given night.  This is and all cash league, no other form of payment shall be accepted.  Only the captain of the team may write a check for the full amount of the match fees owed.  Any returned checks are subject to $25.00 service fee and other bank fees that may apply. All unpaid fees will be subtracted from the total teams point value if not paid in full within 72 hours from the date played.  Teams with more than one return check will be required to pay in cash. Tardiness in the payment of weekly Player Fees will lead to the suspension of that team's membership in the league, and the forfeiture of that team's right to any team or individual point awards , and the right to participate in further league competition, post-season tournaments, or playoffs. Failure of a team to deposit all monies and score sheets at the drop-off location by a scheduled day and time each week will result in a match loss reflecting no awarding of round points or games won for that week's play. Before that team plays in another match, they must have brought their balance due the league to $0.  Any team that forfeits two consecutive weeks or any total of three weeks in a league season will be automatically suspended from any and all further league competition.  Any and all sanction monies, fees/dues and prizes shall be forfeited. Teams must pay to receive a win on forfeits. 

19) Playing Start Time:  All teams are responsible for starting on time. 

20) Late Starts:  Both teams must agree to late start time or the late team forfeits first match.

21) Lag for the Break:  The following procedure is used for the lag for the opening break. With the balls in hand behind the head string, shot simultaneously, the balls are hit to the foot cushion and back to the head end of the table. The player whose ball is the closest to the innermost edge of the head cushion wins the lag. The lagged ball must contact the foot cushion at least once. Other cushion contacts are immaterial, except as prohibited below. It is an automatic loss of the lag if:

(a)   The ball crosses into the opponent’s half of the table;

(b)   The ball fails to contact the foot cushion;

(c)   The ball drops into a pocket;

(d)   The ball jumps off the table;

(e)   The ball touches the long cushion;

(f)    The ball rests within the corner pocket and past the nose of the head cushion, or;

(g)   The ball contacts the foot rail more than once. If both players violate automatic-loss lag rules, or if the referee is unable to determine which ball is closer, the lag is a tie and is replayed.

22) Legal Break Shot:  To execute a legal break, the breaker (with the cue ball behind the head string) must either (1) pocket a ball, or (2) drive at least four numbered balls to the rail. When the breaker fails to make a legal break, it is a foul, and the incoming player has the option of (1) accepting the table in position and shooting, or (2) having the balls re-racked and having the option of shooting the opening break or allowing the offending player to re-break.

23) Balls Moving Spontaneously:  If a ball shifts, settles, turns or otherwise moves “by itself,” the ball shall remain in the position it assumed and play continues. A hanging ball that falls into a pocket “by itself” after being motionless for 5 seconds or longer shall be replaced as closely as possible to its position prior to falling, and play shall continue. If an object ball drops into a pocket “by itself” as a player shoots at it, so that the cue ball passes over the spot the ball had been on, unable to hit it, the cue ball and object ball are to be replaced to their positions prior to the stroke, and the player may shoot again. Any other object balls disturbed on the stroke are also to be replaced to their original positions before the shooter replays by the shooter.

24) Addition of a New Player:  A player may be added to the roster any time.  A new player must submit membership fees in his first match play or there is a forfeit for all games played.  The team captain will be responsible for any fees not paid on time.

25) Loss of game:  Eight ball on the break with scratch or cue off the table,  Late for play with out agreement to play,  Breaking down your cue stick prior to completion of the game or match,  Approaching the table while your opponent is shooting, Grabbing for the rack prior to the completion of the game,  Intentionally altering the layout of the table during play, Scratch on the eight, Pocketing the eight in the wrong pocket,  Knocking in the eight early (before all your object balls have been pocketed)

26) Team Byes:  There are only byes if there are an odd number of teams

27) Make up Matches: Only matches of the entire team are allowed to be make ups. Not individual matches.   All fees are due 7 days prior to the date of the rematch.  All make up matches must be in agreement with both teams.  The teams have 14 days to complete the make-up matches.  If the make up matches are not played,  matches are forfeit on both sides  All costs associated with the play time for the make up matches will be shared equally between both teams.

28) Fouls:  All fouls are ball in hand for the opponent.  A scratch on any shot including the break, You hit your opponent’s ball before your object ball,  No ball hitting the rail after the object ball is struck,  Any ball knocked off the table, Cue ball double hit, NOT- executing a legal break shot, Cue ball fouls, chalk falling on the table and coming in contact with any ball.

29) Push Shot Fouls:  It is a foul if the cue ball is pushed by the cue tip, with contact being maintained for more than the momentary time commensurate with a stroked shot. (Such shots are usually referred to as push shots.)              

30) Fouls by Touching the Balls:  It is a foul to strike, touch or in any way make contact with the cue ball in play or any object balls in play with anything (the body, clothing, chalk, mechanical bridge, cue shaft, etc.) except the cue tip (while attached to the cue shaft), which may contact the cue ball in the execution of a legal shot. If there is no third party and the foul is committed the shooter shall return the object ball fouled back to its original position.  Whenever a third party is presiding over a match shot, any object ball moved during a standard foul must be returned as closely as possible to its original position as judged by the third party, and the incoming player does not have the option of restoration.

31) Jump and Masse Shot Foul:    A player should be aware that it will be considered a cue ball foul if during an attempt to jump, curve or massé the cue ball over or around an impeding numbered ball that is not a legal object ball, the impeding ball moves (regardless of whether it was moved by a hand, cue stick follow-through or bridge).

32) Cue Ball in Hand Foul:  During cue ball in hand placement, the player may use his hand or any part of his cue (including the tip) to position the cue ball. When placing the cue ball in position, any forward stroke motion of the cue stick contacting the cue ball will be considered a foul if not a legal shot. Touching any object ball with the cue ball while it is in hand is a foul.


33) Balls Jumped off the Table:
  If any ball is jumped off the table, it is a foul  and loss of turn, unless it is the 8-ball, which is a loss of game.  Any jumped object balls are not re-spotted.


34) Equipment Restrictions:
  The following is a list of acceptable equipment items a player may bring to the table to use in a WEST COAST POOL PLAYERS ASSOCIATION tournament, they are as follows:

         (a) Cue Stick - Each player is permitted to use one or more cue sticks that meet the specifications
         listed in the equipment specifications section. He may use either a built-in extender or an add-on
         extender to increase the length of the stick.

         (b) Chalk - The player may apply chalk to his tip to prevent miscues, and may use his own chalk,
         provided its color is compatible with the cloth.

         (c) Talcum Powder

         (d) Mechanical Bridges - The player may use up to two mechanical bridges to support the cue stick
         during the shot. He may use his own bridge if it is similar to standard commercial bridges.

         (e) Gloves - The player may use gloves to improve the grip and/or bridge hand function.


35) Combination Shots:
  Combination shots are allowed; however, the 8-ball can’t be used as a first ball in the combination unless it is the shooter’s only remaining legal object ball on the table. Otherwise, should such contact occur on the 8-ball, it is a foul.


36) Judging Double Hits:
  When the distance between the cue ball and the object ball is less than the width of a chalk cube, special attention from a third party to watch the shot for a foul is required. In such a situation, unless the third party can positively determine a legal shot has been performed, the following guidance may apply: if the cue ball follows through the object ball more than ½ of a ball, it is a foul.

37) The “Safety” Shot:  It is the shooter’s responsibility to make the opponent aware of the intended safety shot. If this is not done, and one of the shooter’s object balls is pocketed, the shooter will be required to shoot again. Any ball pocketed on a safety shot remains pocketed.

38) Host Location:  On Cue Billiards, La Mesa, California

39) Score Sheets:  All score sheets shall be turned in the week of play by mail. The captain will be held responsible for all lost and/or stolen team monies.

40) Table Size:  Regulation size as provide by the host location.

41) Cue Ball:  Play will take place using the cue ball that accompanies the table designated by the host location management for league play, unless both captains agree to use a different cue ball.

42) Table Time:  If required to pay for table time, the two teams will split the cost of the tables evenly. Please respect the locations’ equipment and house rules. (i.e. make up games)

43) Calling Time-Out: Only the player can call a time out.  Only 1 (one) time out per game per player is allowed.

44) Call Pocket:  In Call Pocket, obvious balls and pockets do not have to be indicated. It is the opponent’s right to ask which ball and pocket if he is unsure of the shot.  The eight ball shot must be called.  If the eight ball is pocketed and pocket is not called and marked it is a loss of game.

45) Marking of the Pocket:  Properly mark a pocket and acknowledge the other player. The marker must be placed next to the pocket the 8-ball is intended to be shot into.  ONLY THE PLAYER CAN MARK THE POCKET.  If another person marks the pocket it is a loss of game.

46) Attempting the Jump Shot:  The rules allow jump shots if performed properly, jump cues are allowed.  Jump shots attempted by hitting the bottom half of the cue ball will be considered a foul. ***Please check host location rules before attempting jump shots or masse shots as some host locations prohibit them.

47) Object Ball Frozen to Cushion or Cue Ball:  This rule applies to any shot where the cue ball’s first contact with a ball is with one that is frozen to a cushion or to the cue ball itself.  After the cue ball makes contact with the frozen object ball, the shot must result in either:

(a)   A ball being pocketed, or;

(b)   The cue ball contacting a cushion, or;

(c)   The frozen ball being caused to contact a cushion attached to a separate rail, or;

(d)   Another object ball being caused to contact a cushion with which it was not already in contact. Failure to satisfy one of those four requirements is a foul.  A ball which is touching a cushion at the start of a shot and then is forced into a cushion attached to the same rail is not considered to have been driven to that cushion unless it leaves the cushion, contacts another ball, and then contacts the cushion again. An object ball is not considered frozen to a cushion unless it is examined and announced as such by either the referee or both of the players prior to that object ball being involved in a shot. 

48) Masse Shots:  The rules allow masse shots. Please check with the host locations rules before attempting masse shots as some host locations prohibit them.

49) Session Playoffs:  The tournament-ending playoffs will begin the week following the last week of regular session play.

50) Respectful Play:  All WCPPA players shall play with respect for all other players and the business of the host location.  Any member not acting respectful and in the best interest of the WCPPA will be notified and may be disciplined up to and including loss of points and membership.

51) Unpaid Fees:  All fees not paid and owed by a team for more than 10 days (i.e. returned check, non payment) will have until the end of the second week (14 days) after the last match play to send in all fees owed.  Failure to do so will result in loss of all team points and loss of team membership.

52) Amendments to the Rules and Regulations:  All WCPPA rules and regulation are subject change by quorum voting of the board of directors.
